Steel Path's Eximus have a 1% chance to drop Riven Slivers, iirc. They are the best source (not considering the AoZ update, I don't know if there is a new, better source there) it was, but it is a smaller, non-specified chance. Steel Path continues to be the ideal place.

I wish you could use riven slivers to re-roll individual riven stats, that would lock the other stats. (kinda like the division.) Then Kuva could still be used to re-roll all the stats on rivens.
